Tommy Liles, a South Carolina prisoner, seeks to appeal a denial by the district court (Hemphill, J.) of his “Application for Declaratory Judgment.”
In his petition to the district court, Liles complained of the procedures employed by the state prison authorities in the operation of the prison canteen.
