Petitioner, Craig Romero, appeals from the grant of summary-judgment for respondent, William O’Sullivan, denying his petition for a writ of mandamus seeking to compel Illinois Department of Corrections (Department) officials at the Western Illinois Correctional Center (Center) to provide him access to Title 20 of the Illinois Administrative Code (Code) and the administrative directives (Directives) promulgated by the Department.
