This civil action is before the Court on defendants David Finchum, Rebecca Co-wan, and the City of Sevierville’s Motion for Summary Judgment [Doc. 41], and on plaintiff Zachary Allen Dunfee’s Motion to Alter or Amend Scheduling Order and for Leave to Amend Complaint [Doc. 56].
