The parties to this suit are signatories to a ten-year output contract to haul and dispose of wastewater sludge. The plaintiff, Waste Stream Environmental, Inc. (“Waste Stream”), filed suit against the defendant, Lynn Water and Sewer Commission (“Commission”), for a declaratory judgment interpreting the contract and for monetary relief on a variety of claims grounded in its view of the contract terms.
