The Brotherhood of Maintenance of Way Employees (the union) moved the District Court to enforce an arbitration award made in its favor by Public Law Board No. 6086, a panel of arbitrators convened under the Rahway Labor Act. The District Court declined to do so and instead granted summary judgment in favor of the union’s opponent, the Terminal Railroad Association of St. Louis (the railroad).
