Pursuant to the Endangered Species Act (“ESA”), the United States Army and the United States Fish and Wildlife Service (“FWS”) carried out formal consultation to address the impacts of the Army’s proposed ongoing and future operations at Fort Huachuea from 2006-2016 on certain threatened and endangered species in the upper San Pedro River area of southeastern Arizona.
