In this declaratory judgment action concerning the continued operation of the plaintiff RICO Corporation’s (RICO) nonconforming sand and gravel earth removal business, RICO seeks review of a decision in which a Superior Court trial justice denied a motion to amend its complaint after remand from this Court, see RICO Corp. v.
