Petitioner is a gas corporation as defined by the Public Service Law. On May 28, 1940, and on its own motion, the Public Service Commission ordered an investigation of petitioner’s methods of accounting to determine whether particular outlays and receipts had been entered, charged or credited to proper accounts, and to determine the original cost of property used in the public service and the amount of depreciation accrued thereon. Hearings were conducted, culminating in an order of the Commission, dated March 19, 1941, which directed petitioner to place certain journal entries in its books…
