INTRODUCTION

In 2006, Plaintiff Thomas Evenstad was placed in the Minnesota Sex Offender Program (“MSOP”) in St. Peter, Minnesota, pending civil commitment proceedings against him. In this action, he alleges that numerous state officials and MSOP employees violated his constitutional and statutory rights while he was in the MSOP by physically assaulting him, seizing his personal effects, denying him medical treatment, and placing him in solitary confinement in retaliation for complaining to the Commissioner of Human Services and MSOP…
