Concerned Community Involved Development, Inc. (“CCID”) sought a temporary and permanent injunction against the City of Houston (“the City”), Candlelight Development Joint Venture, and various other real estate development and construction entities (referred to collectively as “Candlelight”) to prevent the construction of a bridge. The City filed a plea to the jurisdiction. The trial court conducted separate hearings on (1) CCID’s request for injunctive relief and (2) the City’s plea to the jurisdiction.
