CHARLES W. SEYMORE, Justice.

Appellees, Carroll G. Robinson, Bruce R. Hotze, and Jeffrey N. Daily, sued ap pellants, Bill White, Mayor of the City of Houston, and Houston City Council (collectively “the City”), seeking a declaratory judgment that a citizen-initiated proposition passed by voters is valid and must be enforced. The trial court denied the City’s plea to the jurisdiction and motion for summary judgment. The trial court granted appellees’ motion for summary judgment and entered a final judgment.
