Relators, Donald and Kathryn Roth, requested our writ of prohibition to prohibit respondent judge from preventing the distribution of condemnation proceeds paid into the registry of the court pending the appeal of the Missouri State Highway and Transportation Commission of the distribu*72tion award. We make our preliminary writ permanent.
