In this original proceeding, plaintiffs Moanike'ala Akaka and Samuel L. Kealoha, Jr. (collectively, the plaintiffs) challenge their respective defeats in the November 5, 1996 special election for the office of Trustee for the Office of Hawaiian Affairs (OHA), claiming that Chief Elections Officer Dwayne D.
