This appeal relates to an investigation initiated by the United States International Trade Commission (ITC) under section 337 of the Tariff Act of 1930 as amended, 19 U.S.C. § 1337 (1994), based on a complaint filed by Kenetech Windpower, Inc. (Kene-tech). Kenetech’s complaint before the ITC alleged that Enercon GmbH (Enercon) and New World Power Corp.
