This suit for declaratory judgment was brought by four judges of the superior courts of Georgia. Three of the judges — Walter C. McMillan, Jr., Asa D. Kelley, Jr., and Franklin H. Pierce — are active judges; the fourth, Judge Samuel P. Burtz, is a senior (retired) judge.
