WHIPPLE, Senior Judge.
This is an action brought under the Civil Rights Act, 42 U.S.C. § 1983, to redress alleged violations of plaintiffs’ constitutional rights by defendant officials of the City of Orange, New Jersey. Plaintiffs are landlords in the City of Orange.
