BOOTLE, Chief Judge.

The plaintiffs are five Negro citizens of the City of Albany, County of Dough-erty, State of Georgia, and are qualified voters of said city and said county. They bring this action on their own behalf and on behalf of all other Negroes similarly situated with respect to the matters here involved. The suit is against the Ordinary of said county, the Chairman and Members of the Democratic Executive Committee of said county, the Chief Registrar of Voters of said county, the Mayor and City Commissioners of said city, and the City of Albany.
