OWENS, District Judge:
Article III of the Constitution of the United States vests the judicial power of the United States in the Supreme Court of the United States and “in such inferior Courts as the Congress may from time to time ordain and establish.” Congress pursuant to that authority established our present lower federal court system—(a) United States District Courts are trial courts in which all cases generally begin and are tried either before a jury or before just a judge.
