I. INTRODUCTION

Plaintiff Commodity Futures Trading Commission (“CFTC”) has filed suit against individual defendants Steven La-bell, Joseph L. Allen, Bruce N. Crown, Phil Ferrini, and Larry Kahn, as well as Worldwide Commodity Corporation (“Worldwide”), and Universal Financial Holding Corporation (“UFHC”) for violating the Commodity Exchange Act (CEA), 7 U.S.C. §§ 1-26, and its regulations.
