OPINION OF THE COURT

SADLER, J.

This is a proceeding under rule 25 of the Supreme Court against T. W. Gibson, hereinafter styled respondent. The rule in question reads as follows:

“Whenever the Board of Commissioners of the State Bar shall cause to be certified, under its seal, to this court, that any member or members of the State Bar has or have failed or refused to pay the license fee imposed by section 10, Chapter 100, Laws 1925, as amended by Section 2, Chapter 113, Laws 1927, the clerk of this court shall issue citation to,each such delinquent member requiring him to show cause before this…
