Plaintiffs National Parks and Conservation Association (“NPCA”), Barry Harper, and the American Canoe Association (“ACA”) bring this suit against Robert Stanton, Director of the National Park Service (“NPS”), and Bruce Babbitt, Secretary of the Department of the Interior (“Secretary”), challenging Defendants’ plan for management of the Niobrara National Scenic River (“Niobrara”), located in Nebraska.
