This petition for habeas corpus brought by Gregory Moore under 28 U.S.C. § 2254 is before this court for the second time. In our prior opinion, we held that Moore did not proeedurally default his claim of ineffective assistance of counsel in state court, and we remanded the case for consideration of the merits of his claim. Moore v. Bryant, 295 F.3d 771 (7th Cir. 2002).
