OPINION AND ORDER
GRAHAM, District Judge.
The Sierra Club and Citizens Council on Conservation and Environmental Control (“Citizens Council”), plaintiffs herein, filed this action against Mike Espy, Secretary of Agriculture, and officials of the United States Forest Service.
Plaintiffs challenge the Land and Resource Management Plan (“the Plan”) for the Wayne National Forest (“the Wayne”) and the Final Environmental Impact Statement (“FEIS”) for the Plan, alleging violations of the National Forest Management Act (“NFMA”), 16 U.S.C. § 1600-1614, the Multiple-Use Sustained Yield Act (“MUSYA”), 16…
