Opinion on Reconsideration

This court withdraws the opinion issued in this case dated May 3, 1994, appearing at 19 F.3d 1068, and substitutes the following:

Billy J. Hale, plaintiff below, sued fifteen law enforcement officers under 42 U.S.C. § 1983, alleging conspiracy to retaliate for Hale’s exercise of his right of access to the courts; unconstitutional search and seizure; and the use of excessive force during search and arrest.
