I dissent. Proposition 103, in Insurance Code section 1861.03, subdivision (c),1 limits the right of an automobile insurer to refuse to renew policies. The only question directly before us is whether that section applies to an insurer who has applied for permission to withdraw, but whose application has not yet been approved by the commissioner.
