I. Factual and Procedural History

This case has a history that extends back over several years and has its basis in a separate criminal case in which the Appellant here was a defendant. It appears that in 2009, federal criminal charges were filed against Appellant’s son. Those charges were subsequently dismissed by the United States Attorney’s Office. On November 20, 2009, the Appellee Tulalip Tribes filed a criminal eomplaint against the Appellant based upon the same allegations made in the federal charges against her son.
