MEMORANDUM OPINION
RYAN, District Judge.
On January 11, 1982, the plaintiff, appearing pro se, filed a Complaint against the defendants in this action. The Complaint of the plaintiff is a civil rights action essentially arising under 42 U.S.C. § 1983. The specifics of plaintiff’s Complaint as against Defendants Harris and Ada County will be discussed in more detail below. On March 1, 1982, Defendants Jim C.
