At a special municipal election in the City of Sikeston, Missouri, a city of the third class, on April 7, 1959, the voters approved, by a vote of 1822 for to 1778 against, a proposition to adopt the city manager form of government. Nine days later, to-wit, on April 16, 1959, C. E. Felker, Mayor of the City, undertook to initiate “an election contest” in the Circuit Court of Scott County.
