This is an action by three Texas registered voters who allege that Richard B. Cheney (“Secretary Cheney”), nominee of the Republican Party for Vice President of the United States, is an “inhabitant” of the state of Texas, and that under the Twelfth Amendment to the United States Constitution, members of the Electoral College from the state of Texas (“Texas Electors”) are prohibited from voting for both Governor George W.
