ORDER AND JUDGMENT *
MONROE G. McKAY, Circuit Judge.
These consolidated appeals arise from the National Labor Relations Board’s finding that Teamsters Local Union No. 523 engaged in unfair labor practices by insisting a previously unrepresented employee be placed at the bottom of a merged unit’s seniority roster when employees from the two merging bargaining units had their seniority dovetailed. The NLRB seeks enforcement of its decision against the Union, and the Union has filed a cross-petition challenging the NLRB’s decision.
