— Appeal from a judgment of the Supreme Court at Special Term (Hughes, J.) entered January 6, 1984 in Albany County, which dismissed petitioner’s application, in a proceeding pursuant to CPLR article 78, to annul a determination of the State Department of Health setting petitioner’s 1980 and 1981 Medicaid and Blue Cross reimbursement rates.
