The United States and the Monroe City School Board appeal from orders of the district court, 513 F.Supp. 375, entered in the government’s long-running effort to desegregate the public schools within Ouachita Parish, Louisiana. On May 19, 1980, the district court substantially denied the government motion (a motion endorsed by defendant Monroe City School Board) for an interdistrict remedial order; from that denial the government and the city board appeal.
