Claimant seeks workers’ compensation benefits for an increased loss of hearing allegedly caused by on-the-job exposure to loud noise. Claimant prevailed before the referee, the employer appealed to the Workers’ Compensation Board (Board), and the Board reversed the referee. The Court of Appeals affirmed the Board without opinion. We allowed review in this case and in Cain v.
