Cause of Action (“COA” or “plaintiff’) brings this case regarding three requests it made to Defendant, Federal Trade Commission (“FTC”), under the Freedom of Information Act (“FOIA”). Plaintiff claims that the Defendant improperly denied Plaintiffs fee waiver requests because the disclosure of information it requested is in the public interest or because COA is a representative of the news media.
