In this proceeding, the National Labor Relations Board found that Minnesota Mining and Manufacturing Company (3M) violated § 8(a) (1) and (5) of the National Labor Relations Act 1 in refusing to meet and negotiate with representatives of the Oil, Chemical and Atomic Workers Union (OCAW), AFL-CIO, representing employees at 3M’s St. Paul and Chemolite (Hastings), Minnesota plants.
