SCHATZ, District Judge.
Appellants, the Arkansas Highway Employees Local 1315 and several members of that union, brought this action under 42 U.S.C. § 1983 alleging that appellees, the director of the Arkansas State Highway Department and the commissioners of the Arkansas State Highway Commission, had discriminatorily discontinued their practice of deducting union dues from the wages of union members in violation of the First and Fourteenth Amendments of the Constitution.
