STEPHENS, Chief Justice.
On January 17, 1985, Roy W. Kestler was driving a truck owned by his employer, Consolidated Freightways, when he collided with a bus owned by the Transit Authority of Northern Kentucky (TANK), resulting in serious personal injuries. Kestler and his wife filed suit against TANK, the driver of the bus, and the Transit Authority’s board of directors. TANK moved for summary judgment on the grounds of sovereign immunity.
