In this § 1983 action, plaintiff Stanley R. Hutsell alleges that defendants University of Kentucky police officers Ray Sáyre and W. A. Hayes, as well as the Board of Trustees of the University of Kentucky (“UK”), violated his Fourth and Fourteenth Amendment rights by seeking an arrest warrant without probable cause for an assault of a female student on the UK campus.
