O’HARA, Judge:

On Saturday morning, 29 February 1992, Seaman (SN) A complained to authorities that the Appellant had taken advantage of her in her BEQ room at Coast Guard Base Honolulu, Hawaii, the night before. When the Appellant was voluntarily interviewed by special agents that same day, he eventually admitted to having engaged in sex with SN A that previous evening, but insisted that it was consensual. Then in early April, SN B came forward and stated that the Appellant had raped her in her BEQ room during the early morning hours of 22 February, a week before the incident with SN A.…
