TURNER, Judge.

This opinion addresses defendant’s motion filed April 26, 1993 to dismiss for lack of jurisdiction. We conclude that defendant’s motion should be denied.

I

Plaintiff is a Kentucky corporation in the business of providing health care. Beginning on November 10, 1988, plaintiff entered into a series of agreements with the United States under which plaintiff agreed to provide health care services at Ireland Army Community Hospital under the Civilian Health and Medical Program of the Uniformed Services (CHAMPUS).
