OVERVIEW
Richard Nevitt appeals the district court’s decisions granting the government’s motions for summary judgment. The Bureau of Land Management (“BLM”) rejected Nevitt’s final proof on his homestead claim under the Homestead Act, denied the legislative approval of this claim pursuant to the Alaska National Interest Lands Conservation Act (“ANILCA”), 16 U.S.C. § 3101 et seq.
