This is an appeal by the Heights Community Congress (HCC) from a district court order upholding a Veterans Administration (VA) decision not to disclose the property address, the loan amount and the identity of the lender on VA insured loans granted in Cleveland Heights, Ohio, which request was made pursuant to the Freedom of Information Act (FOIA), 5 U.S.C. § 552. The district judge concluded that the information, if relevant, would constitute a “clearly unwarranted invasion of personal privacy” and so was exempt from disclosure under 5 U.S.C. § 552(b)(6) (exemption…
