This is an interlocutory appeal to this Court, see Maryland Code (2003, 2006 Cum.Supp.) § 12-203(a)(3) of the Election Law Article (“EL”), 1 from the decision of a Circuit Court in an election dispute. The petitioner, a Maryland resident and registered voter in Baltimore County, is currently a student at a college in New York. Because she is living out-of-state while attending college, she could not vote personally at her precinct polling station during the 2006 Maryland gubernatorial election.
