Before the Court are Defendant Catherine Cortez-Masto’s Motion to Dismiss (Doc. # 10), and Defendants Clark County, Diana Alba, and David Rogers’ Motion to Dismiss (Doc. # 15).

This is a civil rights action challenging the constitutionality of Nevada’s statutory provision permitting a person to obtain a certificate to solemnize marriage only if the person is affiliated with a religious organization.
