Relator commenced this action by filing a petition for a writ of mandamus, alleging that he was a classified employee in the development department of the city of Columbus until December SI, 1973, when he was laid off from his job. He alleges that the layoff was illegal and not in accordance with the rules and regulations of the Municipal Civil Service Commission of the city of Columbus.
