GODDARD, District Judge.

These suits resulted from the stranding on April 13, 1926, at 11 p. m. of the steamship Steel Scientist on a small rocky island known as Farallón Sucio located off the Eastern Coast of Panama, some 24 miles from the Atlantic entrance to the Panama Canal.

Included are fifteen libels filed by the various owners of cargo shipped on the Steel Scientist to recover for the loss of and damage to their cargo, and one libel filed by the United States Steel Products Company against a number of underwrit*176ers who executed general average guaranties to recover contributions in…
