Appeal from an order of the Family Court of Schenectady County (Rowers, J), entered May 13, 2003, which granted petitioner’s application, in a proceeding pursuant to Social Services Law § 384-b, to adjudicate respondent’s children to be permanently neglected, and terminated respondent’s parental rights.

Respondent and her husband are the parents of Deborah (born in 1997) and Issac (born in 1998). An investigation by petitioner was prompted by a hotline report in January 2000 that 2/2-year-old Deborah was wandering on a street in the City of Schenectady, Schenectady County, unattended and…
