The appellant, the Adjutant General of West Virginia, appeals the March 25, 1996, order of the Circuit Court of Kanawha County which affirmed the final decision of the West Virginia Education and State Employees Grievance Board in a dispute between the Adjutant General and the appel-lees, who are 19 firefighters assigned to Yeager Airport in Charleston, West Virginia.
