RONEY, Circuit Judge:
Plaintiff, Emilio Garcia, a drug informer, was given protection under the United States Marshal’s Witness Protection Program, established by the Organized Crime Control Act of 1970. Discharged from the Program after giving newspaper interviews, he sued the United States and individual members of the Marshals Service for damages in a Bivens action, asserting the removal of protection had violated several of his constitutional rights.
