In this action plaintiff filed its petition in the district court of Jones county, Iowa, alleging, in substance, that it is a corporation organized under the laws of the state of Iowa; that the defendants O. H. Michael, E. H. Felton, and Harry C. White are duly appointed, qualified, and acting mem bers of the state board of control, and constitute all of the members of such board; that the defendant W.
